This plan emphasizes developing and intensifying uses to build on the Flats' redevelopment. Surface parking is concentrated in structures, making room for new fabric, dominated by housing and extending the Flats development inland from the strip along the river.

New housing along the boardwalk includes private docks. Green roofs are used to reduce runoff and improve the quality of views towards the water.

Stormwater is also absorbed in gravel covered drains in new tree-lined streets oriented towards landmark bridges (in yellow on plan).

Team 1 also suggested turning some of the river bulkheads into fountains, creating a more animated environment along expanded public walkways and helping to oxygenate the water.
