In addition to being the largest of the sites, the steel plant presents particularly complex environmental problems. Team 5 planned phased approach, introducing some active use, while integrating industrial ruins into phytoremediation gardens for the more damaged sites. As remediation progresses, the site would become a destination featuring a museum dedicated to its rich history.

Some of the larger factory sheds are stripped of their cladding, leaving remediation gardens growing within their steel frames. Much of this site is upriver from the shipping channel, so wetlands are developed to begin restoration of the natural character of the floodplain.
